In this report, we worked with the Khazanah Research Institute in Malaysia to analyze climate finances flowing to Malaysia and other upper-middle income countries ahead of COP29. Malaysia is currently in the process of developing its national climate adaptation plan, so we came up with a cost estimate for maintaining sea infrastructure and addressing potential climate change-related natural hazards.
