In this report for the D.C. Department of Health and Human Services, we aimed to shed light on the allocation of affordable housing in D.C. and its effects on homelessness levels and analyzed the effect of the Low-Income Housing Tax Credit program on homelessness levels at the census tract level across the United States.

We find that affordable housing in D.C. was concentrated in poor neighborhoods where housing was not scarce and that this housing did not significantly affect homelessness levels in the District. We also find that Low-Income Housing Tax Credit does not have an aggregate effect on homelessness.
